| Description: | Ausgangspunkt der Analyse ist der Anstieg der Arbeitslosigkeit in Deutschland seit den siebziger Jahren. Es wird untersucht, ob die Arbeitslosenversicherung dazu beigetragen hat, die Arbeitslosigkeit zu senken. Die deskriptive Analyse und auch die vorliegenden empirischen Untersuchungen zur Wirkungsweise der deutschen Arbeitslosenversicherung deuten darauf hin, daß dies nicht der Fall war. Die Diskussion zur Reform der Arbeitslosenversicherung seit den achtziger Jahren spiegelt das bestehende Unbehagen mit dem System der Arbeitslosenversicherung wider. Die Reformvorschläge sind durchweg wenig radikal; die oft angedeuteten versicherungstheoretischen Bedenken gegen einen tiefgreifenden Systemwechsel erweisen sich als diskussionswürdig. The analysis is about the compulsory German unemployment insurance system (GUIS). It is known that GUIS did nothing to prevent the continuous rise of the rate of unemployment since the 1970s. The empirical literature about GUIS indicates that the few endeavours to increase incentives to work have been intramarginal. Concomitant to the failing GUIS a body of literature on reforming the system of unemployment insurance has arisen, most of it aiming at marginal reforms only. It turns out that theoretical problems of insurability are considered to be the main obstacles of a sweeping change. |
