| Description: | In society.s perception, engineering has evolved from a discipline equated with progress to an activity that has an adverse impact on the environment. The role of the meaning of engineering works in relation to the landscape is relevant to that evolution, in terms both of initial significance and subsequent socialization; i.e., the meaning attached to each type of work transcends specific projects. As a result, the construction of large-scale public works sometimes sparks controversy in societies in need of solutions, but reluctant to assume the environmental costs involved. The amplification and over-simplification of such controversy by the media have severe effects on subsequent proposals that can only be understood in the context of prior social dissatisfaction. The outcome is that planners are obliged to seek solutions that do not generate conflicts as the only avenue for meeting infrastructure needs.<br><br>La percepción social de la ingeniería ha pasado de significar progreso a propiciar conflictos en función de su impacto medioambiental. En esa evolución es relevante el papel de los significados de las obras de ingeniería en el paisaje, tanto en su adscripción inicial, como en su posterior socialización, de forma que cada tipo de obra tiene adscrito un significado que trasciende a las realizaciones particulares. Como consecuencia, algunas veces la construcción de grandes obras públicas entraña conflictos con un público necesitado de soluciones, pero poco dispuesto a asumir los costes ambientales que supone llevan consigo. Estos conflictos se generalizan por la acción de los medios de comunicación y terminan por esquematizarse, afectando seriamente a posteriores propuestas que sólo pueden ser entendidas en función de anteriores rechazos. El planificador se ve obligado a buscar soluciones que no generen conflictos, como única vía de atender las necesidades de infraestructuras. |
